Spencer Duran (he, him, his) has 15 years of experience in policies and practices related to affordable housing production and service coordination and is dedicated to creating more affordable, accessible, and integrated housing for people with disabilities. He has created innovative affordable housing programs by bringing together disability service providers, health practitioners, and housing developers. He has authored policies ranging from Qualified Allocation Plans and public housing agency administrative plans to managed care contracts and data use agreements. While working for the Texas Department of Housing and Community Affairs, Mr. Duran led the country’s largest Section 811 Project Rental Assistance program and supported the development of the state’s Emergency Housing Voucher program. He provides technical assistance for HUD’s Section 811 Project Rental Assistance program, directly assisting state grantees with program implementation.
