988 presents a unique opportunity for the behavioral health system, law enforcement, 911 systems, and other stakeholders to strengthen crisis response capacity throughout the U.S. and to provide people experiencing a mental health crisis with appropriate support. With this paper, Jordan Gulley, Francine Arienti, Kevin Martone, and David de Voursney offer a framework for key stakeholders to use in organizing, planning, implementing, and sustaining an effective 988 crisis call system.
