The Minnesota Housing Finance Agency (Minnesota Housing) retained TAC to produce both an evaluation of its permanent supportive housing (PSH) program and a Best Practices Report for leaders and policymakers. The Best Practices Report showed how Minnesota’s portfolio and practices compared with those of other states and with industry best practices, and offered specific recommendations. TAC and its subcontractor, the Human Services Research Institute, utilized primary and secondary sources including quantitative data from existing reports; quantitative property-level and award data; and surveys regarding PSH practices developed and distributed to PSH property staff, supportive services providers, and tenants. TAC supplemented this data with stakeholder interviews and a Best Practices Assessment.
