From 2023 to 2024, TAC provided the Michigan Department of Health and Human Services with technical assistance in the development of a contingency management (CM) pilot program to be implemented through a Medicaid 1115 demonstration. TAC partnered with Manatt Health to assist the Department with program design, communications, benefit design, scope-of-work development, and requests for proposals for training vendors, incentive management vendors, Prepaid Inpatient Health Programs (PIHPs), and Tribal Health Centers. TAC also participated in vendor and PIHP selection discussions and in the development of written materials for the Pilot CM program, including a concept paper, a provider bulletin, and public notices.
