TAC was requested by the Bazelon Center for Mental Health Law, the Disability Rights of New Jersey (DRNJ), and New Jersey's Department of Human Services to provide expert consultation on the implementation of housing and mental health service system reforms adopted in the State's Olmstead Settlement Agreement. In this role, TAC functions as an independent expert to provide guidance on policy development, housing and services program development and financing strategies, and issue resolution. TAC has played an active role in the state's closure of a state hospital as specified in the Settlement Agreement, the design of and transition to an Administrative Services Organization (ASO) form of managed care, and the implementation of a new Community Support Services State Plan Amendment that allows Medicaid funding for services delivered in permanent supportive housing.
