CMS Releases Proposed Rule on Exchange Navigators

The Centers for Medicare and Medicaid Services (CMS) released a proposed rule on April 3, 2013 that details the standards for Navigators in the Federally-facilitated and State Partnership Health Insurance Exchanges. Navigators are organizations with responsibility for offering unbiased information to consumers about health insurance, Exchanges, qualified health plans, and public health insurance programs such as Medicaid and the Children's Health Insurance Program (CHIP). The proposed regulations create conflict-of-interest, training and certification, and meaningful access standards applicable to Navigators and non-Navigator assistance personnel and clarify earlier guidance about the Navigator program.

Comments on the proposed rule are due by 5 p.m. on May 6th.
