Request for Qualifications ("RFQ") for Homeless Technical Assistance Services
Description of TAC's HUD Technical Assistance
TAC provides technical assistance services to federal, state, and local governments and to nonprofit organizations directly as well as under contract to the U.S. Department of Housing and Urban Development (HUD). Since 1998, TAC has been awarded over $10 million in technical assistance funding from HUD. With this grant support, TAC provides technical assistance, in the form of training and one-on-one support, to HUD grantees that receive funding through a variety of programs.
HUD has restructured its TA efforts into a cross-programmatic model, embracing mutliple topics and programs within HUD's Office of Community Planning and Development (CPD), Fair Housing and Equal Opportunity (FHEO), Public and Indian Housing (PIH), and Office of Housing. Called Community Compass, this cross-program technical assistance involves the delivery of expert statutory, regulatory, and technical support that improves the program knowledge, skills and capacity of HUD's grantees and their partners. Capacity building efforts are directed at advancing the efficiency and performance of grantees in the administration of federal affordable housing, community and economic development and special needs programs; the leveraging of other resources; and the furthering of key HUD objectives.
Scope of Work
Under this Request for Qualifications, TAC is inviting proposals from qualified and experienced consultants to provide technical assistance services related, but not limited, to: affordable housing, homelessness, community development, fair housing, project financing, performance measurement, organizational capacity building and development, and strategic planning.
TAC seeks to identify consultants, either individuals or agencies, that have the capacity, knowledge, and skills to provide technical assistance services that compliment TAC's in-house skill set. HUD employs a demand-response TA system for its Community Compass initiative and expects selected applicants to have the skills and capacity necessary to deliver the following four TA services upon request:
•Conduct Needs Assessments
•Provide Direct TA and Capacity Building
•Develop Tools and Products
•Develop and Deliver Self-Directed and Group Learning Activities
